The period from 1960 to 1989 was a period of self-reliance, a policy implemented in order to reduce the international market dependence and to offset the vulnerability from other countries or other previous market partners of CEEC. It was a strategy which was heavily promoted after Albania found herself isolated and without a large partner, such as was the case with the demise of the economic cooperation partnership with Russia in 1961 and with China in 1978.

In the case of Albania, land reform was led by the state in the plain areas, but it was 19 more community driven in the mountainous areas. In the areas where government land reform was implemented by introducing the land reform Law No. 7501, a high degree of land fragmentation was created; in some of the villages long standing landownership insecurity resulted owing to the uncompleted compensation of pre-1945 owners, especially if pre-1945 owners of land were still living in the village. In contrast, in the mountainous areas, mostly in northeast Albania, the fragmentation was a result of the harsh and remote land situation, but the land rights insecurity is less evident as the land was distributed according to the will of the villages, based on the pre-1945 rights.
